BaFin Survey Reveals German Consumers Demand Clear Rules on Sustainable Financial Products

The Federal Financial Supervisory Authority (BaFin) conducted a representative online survey in June 2025 exploring German consumers’ attitudes toward sustainable financial products. The findings underscore a strong and growing consumer interest, coupled with clear expectations for transparency and integrity in sustainability claims.

Key Findings from the BaFin Survey

  • High Consumer Interest: Approximately 65% of respondents expressed interest in sustainable financial products, with 39% somewhat interested and 26% strongly or very strongly interested.
  • Demand for Transparency: Nearly all consumers surveyed want transparent sustainability information. About 60% expect key sustainability details to be clearly communicated before contract signing.
  • Avoidance of Greenwashing: 70% of interested consumers would feel deceived if products labeled as ESG-compatible included investments considered unsustainable, particularly in areas like controversial weapons or entities involved in severe human rights violations.
  • Exclusion of Harmful Investments: Around two-thirds support excluding investments tied to human rights abuses from sustainable finance offerings. More than half also want exclusions for investments in controversial weapons and coal-fired power expansion.
  • Sustainable Investment Threshold: Respondents suggested that at least 40% of investment capital should target genuinely sustainable activities or finance the transition to a sustainable economy.

Perceptions of Proposed EU SFDR Product Categories

The European Commission is updating the Sustainable Finance Disclosure Regulation (SFDR), which currently mandates sustainability disclosures for investment products. BaFin asked consumers to evaluate four potential ESG product categories under revision:

  • Sustainable Financial Products: Seen as credible by 80% of respondents; these invest exclusively in eco- or socially responsible activities like wind energy or hospitals.
  • Transition Products: Over 50% rated products financing the shift to sustainability (e.g., moving a manufacturer from conventional to climate-neutral energy) as sustainable.
  • Exclusion Products: Only 40% regarded products based solely on excluding certain sectors or activities as sustainable.
  • Mixed Products: Combining all categories without fixed proportions, these had the lowest acceptance at under 30%.

Implications for the Sustainable Finance Market

BaFin’s survey highlights the imperative for clear, honest, and standardized sustainability disclosures to empower German consumers in making informed choices. The findings support ongoing efforts by the EU Commission to refine SFDR rules, aiming to enhance clarity and prevent greenwashing in sustainable finance.
